Requesting a refund for a purchase from last year

I'm trying to get a refund on an in-app purchase I made last year, but it's not showing up on the list in reportaproblem.apple.com (it instead just shows the message "You have no purchases that are eligible for a refund"). Is it still possible for me to get my refund? Or is there anyone I can contact to discuss this?

If you want to ask Apple about this, refer to this page for Apple Support features ➔ Contact - Official Apple Support

Select from the presented options until you find a solution for your issue, or see if there is a chat or phone call contact method offered lower on the page (you sometimes have to narrow down the options multiple times before this is shown). If you do not see your issue, keep experimenting with any series of selections until you reach one that offers a chat session or a telephone call and get the representative to redirect you.

You can see older purchases by using the date feature in your purchase history browser. Still, I agree that it is unlikely they will consider a purchase that old. You have potentially had many months of use of the purchase by now. It's kind of like you going into a store and trying to get a refund for a banana you bought 10 weeks ago.
