Not sure what exactly you mean. Are you asking if you speak in a whisper can Siri respond in a whisper or lower than you have the volume set on your device? (Like Alexa can respond in a whisper if you whisper your commands assuming you have that feature on). If that is what you are asking then the answer is no as there is no setting like that available to enable.
