Apple Cash Restricted

My friend sent me $45 over a month ago, and when I tried to accept it, Apple Cash asked me to verify my identity. I thought it was because it was a "large payment", because my friend sent me $5 after that and my phone was able to receive it with no issue. When I tried verifying my identity, it kept reloading when trying to submit my information, and I thought it was a technical glitch. It suddenly told me my Apple Cash was restricted and I am assuming they think I put in the wrong information. I called Apple Cash Support and they verified my identity, but told me I had to wait 30 days and they would help verify my identity. The $45 my friend sent me was cancelled because it had been a week and I was unable to accept it. The money never went back into her account, and it's not in mine either. When she called Apple Cash Support, they told her I had it and they couldn't do anything about the money. I waited 30 days, and tried verifying again on the phone with Apple Cash Support my identity and it still didn't work. They then told me I had to wait another 30 days. They confirmed I was putting in the correct information, but couldn't tell me an actual reason why my account was restricted. I am unsure of what to do. I want to get my account unrestricted and know where the $45 went.
