How do I move iTunes to a new computer when my library was on a NAS?

The media is not stored locally on my computer but rather on a WDPR4100 NAS on home network.

Windows, Windows 10

See Move your iTunes library to a new computer - Apple Community for general advice. It should be sufficient to copy the iTunes folder that contains your iTunes Library.itl to the new computer and shift-start-iTunes to connect to the library. As long as the NAS is on the same network path the new copy of the library should be able to access the content.
