iCloud terms and conditions

I have an alert saying I must accept new terms and conditions. However, when I try to, I get a message saying it cannot be done at this time. For days at a time. I’ve offloaded apps to create more storage in case that was the issue. I don’t know what else to try. Any ideas?

Fix New iCloud Terms and Conditions keeps popping up on iPhone or iPad:

Go to Settings and tap your name.

Scroll down to the bottom and click "Sign Out."

Turn on the data that you want to keep a copy of on your device.

Click "Sign Out."

Tap "Sign Out" again.

Sign back in.

If you have set a ScreenTime Passcode, this must be removed before you will be able to sign-out from your AppleID account:

Settings > ScreenTime > Change ScreenTime Passcode > Turn Off ScreenTime Passcode

Also turn off any VPN you are running.
