The iPhone mirroring facility seems to be restricted in Europe, for some reason... Does anyone know if this restriction will ever be removed? Are there talks between Apple and the EU in this line?

Sorry, but Apple will neither see nor answer such questions in there user-to-user forums.
Any member who actually knows is likely under a non-disclosure agreement, and Apple Terms of Use for the forums prohibit our speculating on what they may on may not do.
I can add there has been no public information as to whether Apple and the EU will come to an agreement.
