Apple Music can't sync my playlists

When I add new songs to my Apple Music playlists on Windows 10, they don't automatically sync to Apple Music on my iPhone, even though sync settings are enabled. Clicking on "Library" and then "Update Cloud Library" doesn’t work either. I constantly have to sign out and sign back in to Apple Music on both my computer and iPhone. This is really frustrating. I even go through the "Sign Out" and "Sign In" process in "Media & Purchases." Apple Music is so bad that I miss iTunes. I wish iTunes had continued supporting songs. Ever since I subscribed to Apple Music, it’s been difficult to listen to the songs I want.
