Have tried on numerous occasions to add debit card to wallet, for apple pay. Says contact issuer, add card later. Did this, bank has no problem with card, region is correct. Previously had no problem with this. Until i recieved a new card. Can someone help. Told to contact apple

I have been getting the same exact message and I have contacted the bank and read through so many discussions on apple and tried every tip that is listed.
My card is not a new one and was on my wallet with my 15pro max, I upgraded to the 16pro max and can’t add the card.
What is the exact error message you receive when trying to add your debit card?
As above says contact issuer, add card later, did contact bank, they have no issue
