I'm receiving a purchase from Apple's bill for a purchase I didn't make

I'm being charged 22.98 for an Apple service every month and I want to cancel it because I can't use my phone to download anything, it's difficult

Where are you seeing that you need an Apple certificate to cancel?

I assume you used these steps to cancel the subscription:

If you want to cancel a subscription from Apple - Apple Support


If you are now faced with not being able to download apps, that means that the charge was not able to be processed for some reason. That will need to be paid before you can download/update apps. The only way to cancel a subscription that is managed by Apple is to use the above link.


One way you will see a subscription is when you sign up for a free trial and do not cancel that trial at least 24 hours before it ends. After that time it will become the subscription that you have agreed to when the free trial was started. Another is if you are the Organizer of a family plan and use purchase sharing to allow members to make purchases to your payment method.
