You probably got scammed.
It’s a pretty common scam, unfortunately.
Request a refund from the seller.
If the seller has disappeared as is usual, then you bought a brick.

This is not an Apple issue. Apple cannot unlock your phone. You will need to work with AT&T.
Did you check again to make sure that you have provided the correct IMEI for your phone to AT&T?
Did you submit a new request to AT&T?
Apple cannot unlock the phone. Only AT&T can do this. Were you an AT&T customer in the U.S. when you purchased the phone?
You will need to work with AT&T if you want to unlock the phone.

I'm guessing you are not an AT&T customer, and probably not in the US.
You're not going to get it unlocked.
Return it and get your money back if you can.
