Unable to accept new iCloud Terms on my iPhone 7

Apple sent out a new set of Terms and Conditions for iCloud a few days ago that users needed to agree to. On my iPhone 7 an alert appears on the Settings icon and when Settings is opened, there is a message headed New iCloud Terms and Conditions followed by a short paragraph and below that "Continue". However, tapping Continue does nothing. It is not possible to return to Settings, either. All one can do is close Settings and re-open it. So it is not possible to accept the Terms and Conditions. What is one supposed to do?

I went to the nearest Apple Shop, yesterday. One of the staff there said that the problem was that the IOS was no longer current and couldn't be updated. He said that the Terms and Conditions message could be got rid of by logging in on another, newer, phone and accepting the conditions. He said that he could enable me to do this by having me log in on his phone. Fifteen minutes later ... no result. He then said that I would need to log out of iCloud and log back in but that would take time, so I should do that when I get home. I followed his advice .. no result.
