I have connected my Apple TV 4k to Sony Bravia TV using an HDMI Cable. Sometimes, all of a sudden, the screen starts blinking and Screen resolution (1080p) is displayed continuously. What is happening? I have tried different HDMI Cables, same result.

You’ll need to isolate/eliminate the hardware. Start by moving the setup to another room. Then see if it happens with another TV. Etc. etc. Good luck!
I purchased 3 ft HDMI 2.0 Cable and connected between Apple TV 4K & Sony TV. Issue is still there. I don't think there is much difference between wire resistance of 1m & 1.5m Cables. There is some other issue, which is not so obvious.
How long is the cable? Have you tried a different HDMI port on the Sony?
HDMI Cable length is 1.5 m. Yes, I have tried all HDMI ports available on my TV. I have also tried 3 different HDMI Cables. Same result every time. I have also updated the TVOS to its latest version.
1.5m is on the long side, try 1m or less, might fix.
