Yes, you can often recover deleted photos on an iPhone. Here are some methods you can try:
1. Recently Deleted Album:
• Open the Photos app, go to Albums, and look for Recently Deleted (usually located under Utilities).
• Photos and videos stay here for 30 days before being permanently deleted. Simply select the photos you want to restore and tap Recover.
2. iCloud Photos:
• If you have iCloud Photos enabled, deleted photos should appear in the Recently Deleted folder in the Photos app on any synced Apple device.
• Alternatively, log in to iCloud.com on a computer, go to Photos, and check Recently Deleted.
3. iCloud Backup:
• If the photo isn’t in Recently Deleted, you can try restoring from an iCloud backup. This will revert your device to the state of the last backup, so you may lose newer data.
• To restore from an iCloud backup, go to Settings > General > Reset > Erase All Content and Settings, then set up your iPhone again, choosing Restore from iCloud Backup when prompted.
4. iTunes/Finder Backup:
• If you regularly back up your iPhone using iTunes or Finder on a Mac, you can restore your iPhone from one of these backups.
• Connect your iPhone to your computer, open iTunes or Finder, select your device, and choose Restore Backup. This method also restores the entire device to the last backup state.
5. Third-Party Recovery Software:
• If you don’t have a backup and the photos were deleted more than 30 days ago, recovery software like Dr. Fone, iMobie PhoneRescue, or EaseUS MobiSaver might help. These tools can scan your iPhone for recoverable files, though success isn’t guaranteed and some apps may charge a fee.
Recovering permanently deleted photos can be challenging, especially if you don’t have a recent backup, so enabling regular backups can help protect against data loss.

If you are using iCloud Photos and the photos or videos are not in the main library or the recently deleted album, then those are permanently deleted photos or videos, and those photos and videos are gone.
You will need another copy of those photos or videos created prior to the deletion; from previously sharing the content with others, from the original photographer, or otherwise.
iPhone backups do not include the contents of iCloud Photos, or other iCloud data.
If you were using local photos stored inly in your device and nit in iCloud, or using the camera roll, those can usually be recovered from device backups. If there are no backups, the photos or videos are gone.
Why does this work as it does? The recently-deleted album is intended to require the user to again delete the photo or video, or to allow the photo or video to be deleted after a month.
Many would be angry if intentionally permanently deleted photos or videos they wanted permanently deleted could be recovered too, so here we are. Permanent means permanent.
You could try backing up from Previous day ?
Do you have a back up? If not then they cannot be recovered.
Obviously if you don’t have a backup it can not be done, but most devices get backed up every night if not then try backing up from previous backups
