How can I change my iCloud payment settings?

Hello. Can I stop my iCloud fee from coming out of any gift card balance? I have eft-why would it change when I have gift card monies? Frustrating

I use Apple gift cards to maintain a balance and only have the iCloud storage that comes off it. When I checked, the payment method of choice is marked as the credit but I still get the message. Not without moving the subscription to a different Apple account. Store credit is automatically charged first whenever allowed.
