Attempting to guess from the minimal information you've posted, I presume that you're referring to the iTunes Store or App Store. Try entering in a different payment method temporarily - a debit or credit card - and see if you can then make the purchase. If not, then you will need to do as the error message probably says, contact iTunes Support.
