I can see no replies to similar questions from other iCloud subscribers.
Changing language account settings does not help.
It rather looks like language settings are randomized if one is unfortunate to open one's iCloud Mail on a PC (Windows 10)
Why is that ? And how do I/you fix it ?

If I open my iCloud Mail on a PC , it is set to different language from the Account setting
