Unlocking Sequoia's Passwords on a Mac

I recently upgraded to Sequoia and iOS 18.01. The Passwords app works beautifully on my mobile devices, but on my Mac mini it doesn't work at all. For example, when I try to change a password, no new password is suggested. I click on Passwords, and the app says it's locked. I click "unlock" but it still won't work. It immediately locks again. I see no mention of this problem here in the Community, but if I look on line, many people seem to be having the same experience. Any advice would be welcome. I'm wasting too much time on this! Thanks.

Change the password for a website or app on Mac

" If the website or app allows you to use a passkey or to upgrade to Sign in with Apple, you can take advantage of the security and convenience of those features.

If you aren’t given the upgrade option when you change your password, many accounts allow your Mac to automatically create a strong password that you don’t have to remember. "
