What are the steps to add iPhones to ABM using Configurator on iPad?

I'm using Apple Configurator on iPad Pro to add iPhones to ABM (which is already connected to InTune). My problem is I get this screen on the Configurator...

When I reset the phone I can't get it want to scan to this; the iPad (which isn't self signed into an Apple ID, just the ABM account on Apple Configurator) wants to intercept and try to set up the phone itself.

Am I missing a step?

Configurator does work on iPad, though I believe it is officially unsupported (I've personally done it multiple times).

Ensure you are following these steps:

  1. Launch Apple Configurator on your iPhone.
  2. Start up the iPhone or iPad.
  3. Continue through the Setup Assistant, then stop when you see the Choose a Wi-Fi Network pane.
  4. Note: You must restart the iPhone or iPad if you go past the Choose a Wi-Fi Network pane.
