Cannot find plugins in the Library/Audio/Plugins folder

I know that there is another Library folder I think it's the system Library folder but I can't seem to access it. I have tried shift command L and I have tried using the ~/Library in the Go to folder method. Both of these just always lead me to the user library every time.


For the record, I was able to access the system library in the past on my desktop. But I have never been able to access it from the MacBook. It's an M1 running Sonoma.


Any help would be greatly appreciated.
