Two Apple accounts use the same phone number, one account get locked, no purchase receipt, how to remove activation lock?

Initially, I have several devices and they're online at home e.g. ipad, iphones. One day, I decide to change the email address from a@gmail.com to b@gmail.com in apple ID (icloud). But, i have only 1 phone number. Then, i signed out and login using a new email which I associated with the same phone number.


After successfully signed out and login using a new email apple account, it turned out after say half an hour, that new apple account is not active and then got locked.


1. I can't signed out, because it requires the account (but it is not active anymore)

2. i can't factory reset both from the phone nor from ITUNE for the same reason above

3. I can't request Apple to disable activation lock because it is a machine process requires proof of purchase


Facts:

1. both emails / Apple account / ID uses the same phone number

2. I have the phone number proof of address, and monthly bill

3. i can access both emails


Any other way to resolve this?

It might be annoying, but Apple does this for a reason. To deter theft, a stolen device that has find my enabled will automatically enter activation lock. In order to unlock the activation lock, you will need to enter the Apple account E-Mail and password associated with the device on the activation lock screen, after which the device will unlock. Apple will consider removing activation lock if you are able to provide proof that you purchased the device. Note that if Apple removes activation lock, it will reset your device to factory settings, erasing all data and settings. This is an extra layer of security over the standard passcode and FaceID. Apple doesn't enforce activation lock because they want to make your life miserable. If that was the case, wouldn't we leave the Apple ecosystem, something Apple doesn't want. The reason why is because Apple cares about the security of their customers.
