Accepting new iCloud terms & conditions

I received New iCloud Terms & Conditions notification on my iPad mini (6) OS version 17.6.1. When I clicked on it in settings I opted for email so I could read it before agreeing to it. Ever since when I click on continue I get “this action can not be completed at this time” message. Any ideas on
