My phone shows that there are available iOS 17.7.1 (4,49 GB) an iOS 18.1 (7,62 GB), when I choose 17.7.1 it always fails, but 18.1 succeed.
Any ideas how to get 17.7.1?

You say that you are on 15.5 now. I have read that sometimes, if you are trying to upgrade several versions in one jump, you may need the help of a Mac or PC.
How do you know that upgrading to 18.1 succeeds?
iPhones do not support downgrading iOS. If you are being offered iOS 17.7.1, then

Apple may have decided to stop offering a choice of iOS 17 or 18. As a rule, you don’t get a choice to do major version updates to intermediate major versions, except sometimes right after a new major version comes out.
I didn't upgrade to 18.1, but I did download it at least (w/ 17.7.1 it didn't happen)
