Able to follow the process and click 'add to apple wallet' but then nothing happens

It could be the VPN. VPN is a known cause of issue with Wallet app. To troubleshoot delete all VPN software/app, delete VPN profile in Settings app, and reset network settings.
But at this point it really looks like a Disney issue.
Are you adding from the Disney website or App?
Is You iPhone updated to latest iOS version? Have you updated the Disney app on your iPhone? Disney controls the passes through the entire process of adding the tickets.

Disney app up to date
Tried adding from Disney app, the Disney website just refers you to the app
Tried adding from the wallet app but no option there to add it
Tried using a VPN (sometime works better if your in the USA) no luck
Also tried deleting wallet app and redoing above, again no luck
Have successfully done this in the past so unsure why its no longer working
