I believe that someone is trying to scam me. They asked me to send money to two different Apple Pay numbers would not accept it on their number and now is asking for more money and I have been told that they are not legitimate people.

Do not send Apple Cash to people you do not know. There are no protections and you are simply giving your money away like handing it out on a street to strangers. Apple specifically tells you:
Apple Cash person-to-person payments are like any other private transaction between two people, so only send and receive money with people you know.
Apple Pay doesn’t make payments and certainly not to people. There is no such thing as an Apple Pay number. Apple Pay works with merchants, not individuals.
