If a message says 'Your Media & Purchases account has been disabled' - Apple Support

The options for you may be restricted due to sanctions, I'm just not sure how that affects your services.

Does it actually say "Blocked" or does it say "Disabled" or "Locked"? Depending on the exact message you may also have a link in the message to get the account activated.
