Sync photo deletion on PC with iCloud

I regularly sync photos from my iPhone to my PC using iCloud to save them on my PC and delete them from iCloud. On my previous Windows 10 operating system, it was enough to delete photos from the iCloud Photos folder on my PC, and they were deleted from the iCloud, now I have installed Windows 11 and when I delete photos in the iCloud Photos folder on my PC, they are not deleted from the iCloud.

What do I need to do to make deleting photos on my PC sync with the iCloud?
