Seems the new features are for those who test as having "mild to moderate hearing loss".
With iOS 18.1, new hearing-aid features became available in those countries where authorities similar to the TGA in USA have already given approval.
Eg: The article below says: "Some Hearing Health features are not currently available in every region".
"The Hearing Test and Hearing Aid features are regulated health features that require approval and will be offered after authorization is received."
