my mac air (2017) has Big sur now and I can't upgrade it to newer os. how can I do it?

An 2017 MacBook Air can be upgraded to the latest version of Monterey macOS 12 but no later.

See instructions in: How to download and install macOS - Apple Support

Be sure to have a current backup (a good idea all of the time, not just when upgrading).
