App Account was locked and closed permentantly but where my money is?

I bought gift card from App store prepared for my child's mac repair, but she paid in another way, so I redee this card in my app account. Issue happened over here, my apple account was locked for unknown reason and closed permenantly, when I called service team of Apple, just was told my balance can't be redeeed, transferred, in one word, it's not available for me. Means, my money was withdrawed by Apple without any notifcation from me. What a rediculars!!!! Is it Apple? a company holding huge share in high-tech market?
