Apple Account Balance-unable to get $ back.

I'm still not sure why this hasn't been more thoroughly addressed or resolved. I understand my $ in Apple Account (my balance) won't be refunded; last response I received was that I had to use it on other stuff but there isn't any way I'd get this money back-it's basically gone unless I spend it. Okay, so my question is, why can I not transfer it to "APPLE" cash or even "Venmo"? Someone there at Apple ought to be able to better assist it's consumers. I also don't like your policy pertaining to making it difficult for users to backup their photos on their own media. Why is this?
