Adding to what Katana-San correctly said, there is no way for you to locate the owner unless they put contact information on the screen. You definitely should turn it in to your local law enforcement.

Hello~ We are fellow forum members and can only tell you to turn it in to local law enforcement or authorities. Apple also doesn’t get involved in this issue. I would recommend not keeping the iPhone with you as the owner may be able to see where it is and having an unknown show up at your location may not be best.
