Which Driver to Get:

Restart your computer, and try this once more. My macOS version is no different that yours, and it is seen directly by HP. Digging through the HTML code, here is what I see: https://ftp.hp.com/pub/softlib/software12/HP_Quick_Start/osx/HP_Easy_Start.app.zip. You'd right-click on the Botton, and select "Inspect Element"

So, which is the case?: Can you not install it? Or can you not download it?

Transfer the Download:

Download this using another device. And then upload it to, and then download it from, iCloud Drive. Go here: https://www.icloud.com/iclouddrive. If you cannot do this on your current user, then create an Administrator user (for troubleshooting purposes), and see if you can then perform the download and upload.
