Headers on 1 page
Why can't I put a header only on the pages I want? I am trying to have different headers on chapter pages ONLY. It shouldn't be so complicated.

Maybe I'm misunderstanding your ask., but it sounds like you want different pages in your document to have different formatting (page numbering, headers/footers, etc.)?
Pages addresses this using the Insert -> Section menu item.
This divides the document into separate 'sections', each of which can have its own formatting.
Without knowing your specific use case, it's hard to be precise, but it sounds like you should set each chapter as a new Section. Put your cursor at the beginning of a chapter and use Insert -> Section.
You can then use Inspector -> Document -> Section to set the parameters for this section
