First try this simple step: Force restart iPhone - Apple Support. Restarting the iPhone often resolves a duplicated app problem.
If that doesn't resolve the duplicated Safari app problem you can remove the app you don't want by tapping and holding the app icon, and then choose Remove App: Remove or delete apps from iPhone - Apple Support.
No; not unless you were to erase your Mac and reinstall macOS, anyway. Why do you perceive the need to do that?
