When I click on new terms it says unable to perform

Can't accept new iCloud Terms & Conditions! I cannot 'accept' the new iCloud terms and conditions on my iPhone. I got the notification that I must do that to be able to back up to the cloud, etc. Each time I try to, I get the message "Cannot Complete Action. This action cannot be completed at this time." I have been trying for like a month and cannot get around this. Anyone know how to fix this issue? I can't see anywhere inside of my iCloud account online to do it, either. Thanks!
