unable to add to shared folder on icloud
iCloud will not let me drag a folder into a shared folder.

It might be but I resolved the issue by selecting the folder I wanted to share. Right clicking on the folder gave me an option to share the folder which I did. Once shared, the folder appeared in the "shared folder". I think the shared folder is only a place holder and it's not possible to drag directly into it. It only housed files already shared.

in the top-right corner, click Move to Folder, select a shared folder, then click Move
