Window Snapping on the bottom isn't working

I'm trying to use the new Window Snapping function in Sequoia. I can snap windows using the top of the screen, but none of the bottom snaps are working. Any idea what I might be doing wrong? I have a dual monitor setup and like I said, the top snap functions work.

Correction, the bottom right and bottom left snaps are working, I just can't get the bottom center snap to work.

Yes, I have that set to On. The hover function doesn't work on any app, including native Apple apps like Mail and Safari. As I said, when I drag an app to the top, top left or top right, tiling works as it should.

I am reading many people having issues getting the tiling feature to work. This feature appears to not be ready for general release.

Well, hover works on all three of my Macs running Sequoia, and as I said, I don't believe dragging a window to the bottom does anything.
