A show called My Hero Academia shows Season 7 part 2 but not showing a part 1. Is there someone to contact to find out why?

You would need to contact the studio (MBS) or rights holder that owns that show.
Apple does not control availability of media they do not own.
With that said, the full season appears for me from episode 1 up to episode 21, but content availability varies by country due to distribution deals.
I sent an email to the producer and see if they say anything. Mine shows that too but it launches S7E1 in Hulu. I guess I’ll see what happens. Thanks for the reply.
