Does anyone know how I can recover the photos I deleted from my phone 4 years ago?

There is no way, unless you still have a backup you made four years ago.
The Photos.app is only saving your deleted photos for unto 30 days in the Recently Deleted album. Then they will be deleted permanently.
Even expensive data recovery cannot help, as the storage where the photos have been stored will have been overwritten by new data after four years.
