Files storage on local drive
How do I keep local copies of all icloud files. I dont want to have to wait for a file to open while it downloads it from icloud. This is so frustrating and waste of time.

If you have uploaded to iCloud using a mac you have a copy of what was upload to iCloud here: /Users/yourname/Library/Mobile Documents/com-appie~CloudDocs

Imagine I download a file from Google drive to desktop. It uploads to icloud. Then later when I double click to open it, it takes a while as it starts to download it from icloud so its not keeping it stored locally. The only way I have found to keep it stored on the local drive is to right click on the file name and then select "Keep Downloaded" (see screenshot) but this is really a hassle as you have to do this for every file....There must be a way to force it to keep all files on the local drive as well as at icloud and keep them synced.
No its not turned on (see screenshot attached) and still its behaving like this which is very frustrating. I have 8TB local drive so I have lots of space but it keeps on going to icloud to get the file before opening it.

Open Finder and navigate to your iCloud folder. Within that folder, you should find subfolders to include your Documents folder (and others). Control-Click the folder you want to keep downloaded, a list of options will appear, one of which will be 'Keep Downloaded'. Select that option and your Mac will begin downloading the contents of the entire folder. Once it's done, you'll be able to locally access all files within the folder locally, while retaining (and synchronizing) copies in iCloud. Good luck! I hope this is helpful.
Do you have "Optimize Mac Storage" turned on?
Storage is "Optimized" by storing some files in iCloud rather than locally. If that's not what you want, then don't turn this on.
I was looking at the iCloud Drive having Optimize: System Settings>Apple ID>iCloud>Drive:
