Cannot accept new Icloud Terms and Conditions

Hello. I am getting a message that i need to accept new terms and conditions to be able to continue to use Icloud on this iPhone and enter the passcode to accept. When i click on continue to even see the new conditions and terms, it just gives an error “Unable to complete action” I was trying to do it later for several days now, tried rebooting the phone but nothing helps. Although, i’m still able to use Icloud, this message keeps coming and i cant even accept the terms. What should i do?

UPD: I have latest version of IOS 17, please don’t tell me to update to IOS 18 as it kills the performance of the phone. This should as well be solved on the last version of IOS 17 imho…
