Apple Business wrong phone number - won't let me change it

I've been trying to change the business phone number of one of my clients in Business Connect. It will let me change all other info except the phone number, which is the wrong phone number for my client. I've been told it will let me change it once the business is approved, but it keeps getting denied, which I'm sure is because it has the wrong phone number. Why is Apple making this so hard to change?! Help!
