Safari asking for my passcode on iPad when I open it

When I open safari it asks for my passcode before proceeding. It's not in private mode or anything and I don't have biometrics turned on. I've checked privacy, passcode and safari settings and I can't find any settings that fix it.

I couldn't reply to the only thread I could find on this topic but the answer that worked for me was to remove the passcode then add it again.
