Assistance Required to Reset Child's iPad and Create a New Account

I recently deleted my child’s account from my iPhone. However, I am now unable to sign out from his iPad or factory reset the device. I would like to reset the iPad to factory settings and create a new account for my child without linking it to my parent account.
Could you please guide me through the steps to:
- Remove the current account from the iPad.
- Perform a factory reset on the iPad.
- Set up the iPad with a new Apple ID that is not connected to my parent account.
