Icloud notification to accept new terms—doesn’t allow me to do so

I keep getting a notification on my iPhone SE to “accept the new terms to continue using icloud.” When I go to accept the new “terms”, I get the notification that “this action cannot be completed at this time.” What is going on, and how do I deal with this?
