I read them and clicked agree but they do not disappear they are still there. They pop up in my icloud account when I open settings. How do I fix this?

Be sure you scroll to the bottom of the of the T&C’s so the device knows you read them.
Solution found! I visited the Apple Store and their hive of smart people. Resolution was to backup the iPhone, factory reset and then restore backup - instant solution and found out of sync apps installed. Thanks to the Store Team!

I had the same problem on my iPhone 13mini. I updated to iOS 17.7.1 and was still prevented. Last week I updated to the "optional" (at the time) iOS 18.1.1 and it finally worked.
My iphone 7+ wont get past continue re iCloud - I tried many times including plugged in - any suggestion ? At latest OS for 7+ 15.8.3
