Family Screen Time App Limits running in the background

As many of us can relate, I'm trying to limit my child's screen time using App Limits with Family on apple. We have tried a number of ways to give ample time but the Screen time is counting against the kids when they're not actively using an app.


Example: We give 2 hours of Snapchat daily. After two hours since the first touch on that day, Snapchat is locked. My understanding is that the App Limits should be counted for on screen usage vs time running in the background. I've tried turning off "background refresh" but the timer still ticks away regardless if the child is on the app or a different app or not on the phone at all. The current work around is that my kid kills the app after every use. Is there a way to report this as an "issue" or has anybody else found a work around? I'm trying to be fair with the kids to still allow usage (even though I hate the app itself).
