File "couldn’t be opened because you don’t have permission to view it"

I have Sonoma 14.6.1 (23G93). Preview keeps telling me my file "couldn’t be opened because I don’t have permission to view it", even though I own the file and have read & write access. Quitting or force quitting the Preview app doesn't solve the issue. The only solution I have found is to restart the Mac, which is really annoying. This problem recurs every 2-3 weeks.

Locate and right-click on the Excel file with the "Protected View" error. Select "Properties" from the menu. Check the box next to "Unblock," then hit "Apply" and "OK" to save the changes.

Thanks for you answer. Unfortunately it didn't work. My file is a pdf. Here's a screenshot of what I get when I press right click on the pdf, then "Get Info":
