Payment Not Complete in Family Sharing

I am the family organizer for my 2 boys. One son can download apps no problem while the other keeps getting the message “Payment Not Completed.” I just changed the card on file, made sure all my t’s are crossed and i’s dotted…the one son still has no problems while the other is still experiencing the same issues. Everything is the same on both iPads!
