Headphone lowest volume level is way too loud and there is no fix

There are some thing that help, surprisingly if you turn off the lower loud noises setting it makes it quieter. Asides from this there’s nothing to bring it down to a reasonable level. I’ve seen loads of other complaints and responses but there’s no assistance given. Seems like apple is purposefully making other products incompatible to a degree…..
